国際陸上競技連盟と国際ボクシング連盟の競技会出場における遺伝子検査義務化の規定に対しての声明文

　成城大学スポーツとジェンダー平等国際博狗体育_足球比分网-【在线官网】センター（SGE）は、国際陸上競技連盟（9月1日開始）と国際ボクシング連盟（8月20日開始）が、国際競技大会等に出場を希望する選手に対して、SRY遺伝子検査の実施を義務化し、その結果に基づいて生物学的男性/女性を分類して出場資格を付与するといった新規定に強く抗議をします。

　まず、人間の生物学的性は、SRY遺伝子のみで決定されるわけではなく、染色体、性腺、ホルモン、そして表現型（身体的特徴） の複雑な相互作用によって決定されます。そのため、SRY遺伝子の存在のみで、個人の生物学的性を決定する今回の規定は、個人（特に女性）の多様な身体を不可視化させ、排除することになります。

　次に、国際競技大会等の参加資格を獲得するために、遺伝子情報といった重要な個人情報の提出を競技団体が求めることは、本人の意思とは関係なく自身の身体を他者に開示することに他ならず、身体の自己決定権を侵害する行為です。いくつかの報道で報じられているように、医師の診断なく、遺伝子検査を実施することが禁じられている国もあります。

　また、遺伝子検査に基づいた性別認定及び性別確認に関する記録を機密情報及び医療記録とみなさないとし、そのことを書面で同意することをアスリート本人に求める国際ボクシング連盟の規定はプライバシーや自己決定の権利を事実上奪うものです。

　さらに、「男性」「女性」の二元的カテゴリーを前提にしている競技大会において、本人の性自認とは切り離した遺伝子情報のみで、個人を特定のカテゴリーに当てはめることは、本人の尊厳を傷つける暴力的な行為です。スポーツの現場のみならず、社会の性別二元論を再生産し、トランスジェンダーやノンバイナリー当事者への抑圧をより強化することになります。

　SGEは、スポーツ現場において「女性カテゴリーの保護」の名のもとに、差別と暴力が正当化され、排除が加速しているDSD（性分化疾患：Differences of Sex Development）、トランスジェンダー、ノンバイナリー当事者に連帯し、この規定に強く抗議し、即時の取り下げを求めます。

　また、スポーツが入口となり、社会のあらゆる領域において差別や分断が正当化されている状況に危機感を感じています。アスリート、スポーツに関わる関係者、メディアの皆さんとこの危機感を共有し、人権侵害?暴力が再生産?強化されるスポーツ現場の変容のために行動していきます。

Statement on the Mandatory Genetic Testing Regulations by World Athletics and the International Boxing Association

International Research Center for Sport and Gender Equality (SGE), at Seijo University strongly protests the new regulations introduced by the World Athletics (effective September 1) and the World Boxing Association (effective August 20). These regulations require athletes wishing to participate in international competitions to undergo an SRY genetics test, and, based on the results, classify them as biologically male or female to determine their eligibility to compete.

Firstly, human biological sex is not determined solely by the presence or absence of the SRY gene. It results from a complex interplay of chromosomes, gonads, hormones, and phenotypes (physical characteristics). Therefore, basing sex classification solely on the presence of the SRY gene, as these new regulations do, erases and excludes the diversity of individual bodies—particularly those of women.

Secondly, requiring athletes to submit genetic information—highly sensitive personal data—in order to gain eligibility for international competitions forces individuals to disclose their bodies to others regardless of their will, and constitutes a violation of bodily autonomy. As reported in some media outlets, in certain countries genetic testing is prohibited unless prescribed by a medical doctor.

Additionally, the World Boxing Association’s rule that genetic-test-based sex recognition and verification records are not to be treated as confidential information or medical records—and that athletes must agree to this in writing—effectively strips athletes of their privacy and their right to self-determination.

Furthermore, in competitions premised on the binary categories of “male” and “female,” forcing individuals into categories solely on the basis of genetic information, separate from their self-identified gender, is a violent act that damages their dignity. Such measures perpetuate gender binarism beyond sports and deepen the marginalization of transgender and non-binary individuals within society.

SGE stands in solidarity with those with Differences of Sex Development (DSD), as well as transgender and non-binary individuals, who are increasingly subjected to discrimination and violence being legitimized, and exclusion being accelerated, under the banner of ‘protecting the women’s category’ in sport. We strongly protest these regulations and call for their immediate withdrawal.

We are also deeply concerned about the way sports serve as a gateway through which discrimination and division are legitimized across all areas of society. We seek to share this sense of urgency with athletes, sports stakeholders, and members of the media, and commit to taking action toward transforming sports environments where human rights violations and violence are being reproduced and reinforced.
